Let's hope this never gets th go ahead. If say ISP's start to get stung with charges for "illegal" activity of it's users then they are going to severly restrict the content that we can access. So the good guy will get punished for the actions of the bad guy.
Hopefully this idea will stay just that, a (stupid!) idea.
