It looks like it boils down to the Golden Rule. Digg others so they'll digg you. :) I'd say the same applies to the Vine.
I think that a lot of their advice would work on Newsvine.
Something I've always believed:
Quality is more important than quality. Consistency just becomes more important if you don't play the quantity game.
It's important to seed on a pretty stable and regular schedule. (Or, if you write, it's important to do that on a stable and regular schedule.)
If people come to expect you to write or seed at a particular time and suddenly see you divert from that schedule -- you become unreliable as a source.
My feeling is that seeding 100 articles a week just means that 90 of your articles are probably going to be overlooked by a large number of users.
